Elevation Certificate: What is an Elevation Certificate? An elevation certificate is an official document which measures a property’s susceptibility to flooding. This certificate is almost always mandatory if your property lies in a high-risk flooding area. However, in India, an elevation certificate is issued by the Airport Authority of India, which aims to ensure that no building or structures around civil airports pose a threat to aircrafts or its passengers.

The application takes the form of NOCAS – which stands for No Objection Certificate Application System. This process is done online and is made mandatory for tall structures such as masts, transmission lines, chimneys and even multi-storied buildings.

Applying for an Elevation Certificate – NOCAS Overview

To apply for an elevation certificate, you will have to use NOCAS – which is introduced by the AAI. NOCAS (No Objection Certificate Application System) is an online-application system where one can apply for an NOC for height clearance if they have a computer and an internet connection.

  • The NOCAS can be accessed from the Airports Authority of India’s official website. The application can also be tracked from the website
  • Once the details of the land/ plot/ coordinates of location and the elevation are provided by the applicant, the NOCAS carries out related calculations for the permissible height.
  • Without the WGS-84 and the site elevation, the applicant will not be able to submit their application.

Application Process:

The application process involves the following simple steps:

  • Visit the official Airports Authority of India website at http://www.aai.aero/ or https://nocas2.aai.aero/nocas/
  • Once you visit the above-mentioned websites, fill in the information accurately. Do refer to supporting documentation or certificates for exact value.
  • The details must include the coordinates of the site, its elevation, desired height of the installation, additional attachments (such as masts/ lightning arresters, overhead tanks etc)
  • It is compulsory for the applicant to provide the site coordinates in WGS-84 Coordinates (DD°MM’SS.s” format).
  • Please note, the details provided in the application cannot be changed once it is submitted.
  • The application needs to be filed in the owner’s name or the lessee.
  • After submitting the application, a unique NOC ID will be provided to the applicant.

Please ensure to take a print out of the application and submit two sets of the following documents to the designated officer of the Airport Authority of India at the nearest airport, as indicates by NOCAS:

Documents to be Attached:

  • Print out of NOC application with NOC ID sheet (must be signed by the applicant)
  • Copy of plan and site location which is duly approved/ authenticated by the respective licensed authority/ Urban development authority or municipal authorities
  • The applicant must also submit the elevation of the surveyed site in meters (AMSL) and the WGS-84 coordinates (in the aforementioned format)
  • Applicant should also provide the undertaking on Form 1A on a judicial stamp paper of INR 10/- for industrial smoke emitting units or chimneys
  • In case additional details are required with respect to Radar, the applicant will have to provide architectural drawings of buildings such as section, elevation, site plan which indicates scale and direction.
  • Applicants must also provide the location of the natural terrain and the location of the site where the proposed structure is planned in relation to the airport (if shielding benefit is claimed)
  • After the application has been submitted, a designated officer from the Airports Authority of India will scrutinize the information and documents.

Also, do ensure that the applicant provides their email address for prompt communication. The applications which are completed will be forwarded to the Regional NOC Cell by the airport office for further processing.

Additional Guidelines while Filling the NOC Application

  • Ensure that the Surveyed site elevation data in presented in meters (AMSL) and WGS 84 Coordinates ( in the following format – DD°MM’SS.s”) means upto 1/10th of second of all prominent corners of the plot/ site or structure.
  • Regarding building applications, the applicant must also provide the minimum 4 coordinates of all corners – including the point with the closest proximity from the airport; encompassing all plot/ CTS/ survey numbers which are included in the application. However, buildings smaller than 300 square meters are exempted.
  • Please note that single-point coordinates (the midpoint of the plot) are valid only for chimneys, TX lines and masts on small plots upto the size of 300 meters.
  • An applicant has to file a separate application in case there is more than one structure on the plot. Else, the system will restrict the height for the whole cluster to the minimum permissible height in the plot.

Validity of Elevation Certificate

The validity of the elevation certificate with respect to buildings will be 5 years. For other structures such as chimneys, masts and transmission lines, the validity will be 7 years from the date of issue.
